1.      The Federal Government of Somalia has received a loan from the World Bank toward the cost of The Somalia Capacity Advancement, Livelihood and Entrepreneurship, Through Digital Uplift Project (SCALED-UP) and it intends to apply part of the proceeds toward payment under the contract for Design, Supply, Installation and Commissioning of a Telecom Regulatory Management Information System (TRMIS) for National Communications Authority of Somalia For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

 

2.      The Ministry of Finance of Somalia now invites sealed Proposals from eligible Proposers for Design, Supply, Installation and Commissioning of a Telecom Regulatory Management Information System (TRMIS) for National Communications Authority of Somalia (SO-MOF-483483-GO-RFB)

 

3.      Bidding will be conducted through National Competitive Bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria

 

a)      Proposer’s Financial Capability

                                            i.            The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): the average Annual Turnover in the last three years (2022, 2023 and 2024) to be not less than USD 200,000 (One hundred thousand United States Dollars).

b)     Proposer’s Experience and Technical Capacity

                                            i.            Bidder’s Experience and Technical Capacity: In the past five (5) years, Bidder must have successfully completed a minimum of three (3) projects, each with a contract value of at least USD 150,000. These projects must involve the design, supply, installation, commissioning, and support of solutions similar in scope and scale, ideally within fragile or transitional context like Somalia. One of these projects must have been for a Telecom Regulatory Authority. The Bidder is required to provide Client References for each of these projects, including a description of the tasks performed, country, year, and relevant Client contact details. Supporting documentation, such as Completion Certificates or Reference Letters, must be provided to validate the work, along with the contract values.

c)      Proposer’s Legal Requirements

The Proposer shall be legally registered entity in its country of origin.

4.      Interested eligible Bidders may obtain further information from Ministry of Finance of Somalia and inspect the bidding document during office hours 10am to 4pm Somalia local time at the address given below. A pre-bid virtual conference meeting will be held on 26th April 2025 at 2:00PM in the afternoon in Somalia local time

5.      A complete set of bidding documents in English language will be provided upon request.  The document including any subsequent amendment or addition will be sent to the bidder by e-mail. Prior registration is required for submitting clarification questions on the bidding documents and receiving automatic notice of answers and addenda to the bidding documents. 6.      Bids must be delivered to the address below on or before 11th May 2025 at 11:00am Somalia local time. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives on the same day at 11:05am Somalia local time

7.      All Bids must be accompanied by a Bid-Securing Declaration, using the form included in the bidding document

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”]
