CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Procurement Coordinator will lead, coordinate, and provide technical oversight for all procurement and logistics functions of the SAGAL-II Project at the Federal MOLSA level. This includes ensuring compliance with donor requirements and national procurement laws while promoting transparency, efficiency, and value for money. A major part of this role is also to build the capacity of MOLSA’s logistics and procurement teams to deliver services in a timely, accountable, and sustainable manner.

ROLE DIMENSION

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff. 

Procurement Planning and Compliance

  • Lead and update the SAGAL-II Procurement Plan in collaboration with Save the Children, MOLSA, program, and finance teams.

  • Coordinate procurement processes in full compliance with donor rules and national laws, aligned with Save the Children standards.

  • Prepare RFQs, RFPs, and evaluation criteria jointly with MOLSA and Save the Children’s procurement units.

  • Review and authorize requisitions, ensuring accuracy and proper documentation for audits

Procurement Oversight and Vendor Management

  • Chair or support technical evaluations to ensure fair and transparent selection.

  • Liaise with vendors and review contracts for clarity, delivery timelines, and risk mitigation.

  • Monitor supplier performance and maintain an updated vendor database with Save the Children inputs.

  • Coordinate with Save the Children to identify and address procurement risks and compliance issues.

Logistics and Asset Management

  • Plan and oversee logistics (transport, warehousing, distribution) in coordination with Save the Children.

  • Ensure tagging, registration, handover, and proper use of all SAGAL-II procured assets.

  • Conduct spot-checks and verifications to ensure alignment with project objectives.

  • Maintain logistics records in both hard and soft formats, jointly verified with Save the Children.

Capacity Strengthening and Coordination

  • Provide ongoing training and mentoring to MOLSA logistics/procurement staff with support from Save the Children.

  • Develop simple SOPs tailored to MOLSA’s context and support their institutional procurement strategy.

  • Facilitate joint planning sessions with MOLSA, Save the Children, and partners for coordinated implementation.

  • Promote a culture of ethical and transparent procurement aligned with Save the Children’s safeguarding standards.

Reporting and Representation

  • Prepare and share monthly procurement/logistics reports with Save the Children and the SAGAL-II National Coordinator.

  • Represent MOLSA logistics/procurement in SAGAL-II technical meetings and donor reviews when delegated.

  • Provide regular updates to stakeholders on progress, risks, and mitigation measures.

  • Act as the key liaison between MOLSA and Save the Children logistics teams to ensure technical alignment.

QUALIFICATIONS & EXPERIENCE 

  • Bachelor's degree in Logistics, Supply Chain Management, Procurement, Public Administration, or related field.

  • Master’s degree or professional certification (e.g. CIPS, CSCP) is an added advantage.

EXPERIENCE AND SKILLS

  • Minimum 3 years of progressive experience in procurement and logistics, with at least 2 years supporting government or donor-funded projects.

Essential

  • Familiarity with national procurement regulations and donor requirements.

  • Demonstrated experience in capacity building and training of government staff.

  • Proven track record of managing procurement cycles, asset management, and compliance documentation.

  • Strong interpersonal and communication skills to interact with stakeholders across government, NGOs, and suppliers.

  • High-level analytical and negotiation skills.

  • Fluent in Somali and English (spoken and written).

  • Strong commitment to transparency, integrity, and accountability.
