Supervisory Role: Program team, support team staff.
PURPOSE OF THE POSITION
The Team Leader will provide leadership, management and supervision of the Lutheran World Federation World Service Somalia sub- Program. She/he will ensure implementation of projects, programs, policies and guidelines for the achievement of goals and objectives as outlined in the LWF World Service Global Strategic Plan and in the Terms of Reference for World Service. The Program Team Leader will be responsible for the implementation of the LWF Somalia Program as well as coordinating and overseeing security operational plans. The position holder will work to improve the operations of security and strengthen coordination, information sharing and surveillance activities through mutual interaction. The Team leader will report directly to the Programs manager for all program related roles. However, for all administration roles, the Team leader will report to Country Representative or his /her designate, while working closely on daily basis in collaboration with other sectors of LWF World Service.
KEY ROLES & RESPONSIBILITIES
Leadership and Management
· Provide overall leadership to the LWF World Service Program in Somalia
· Lead and ensure coordination of activities within the sub-program team
· Promote, implement and uphold the vision, mission, core values and relevant objectives of the Global
LWF World Service strategy, as well as the relevant Country Strategy
· Ensure effective leadership in all aspects of the LWF World Service Accountability Framework, including other accountability elements related to leadership and management, and adherence to the LWF staff Code of Conduct regarding Abuse of Power and Sexual Exploitation
· Facilitate and actively seek to sharpen the profile of LWF World Service as an international humanitarian organization through continuously striving to improve the quality of the program according to LWF World Service empowerment, rights-based and integrated approach
· Ensure management systems in the sub-program are established and strengthened to enable the smooth implementation of LWF programmatic work and facilitate learning and capacity building in the program
· Support the planning, supervision, implementation, monitoring, documentation, administration and evaluation of the LWF World Service program in accordance with LWF World Service policies, priorities, procedures and guidelines
· Promote partnership and collaboration with affected populations, primary focus groups and local civil society partners throughout the program cycle, as central to overall accountability
· Undertake regular monitoring of program/project at sites in the sub program
· Ensure timely, accurate and relevant reports are submitted according to agreements
2. Human Resources
· Direct supervision of sub- program staff based in Kismayu
· Develop staffing plans in accordance with LWF policies and procedures, facilitate / support ongoing recruitment and staffing of positions and supervise all matters pertaining to LWF World Service program personnel
· Ensure that new staff are provided with thorough orientation to LWF’s priorities and guiding principles as a humanitarian organization, the LWF World Service sub- program and the project to which they are assigned
· Monitor and address security matters and inform/advise the LWF World Service Nairobi Office. Develop and adhere to a security plan developed for all levels of field staff and visitors to the program
· Ensure recruitment and programming are gender-sensitive, with the goal of gender balance within the staff, both in terms of numbers and levels of responsibility and ensuring that the skills of national staff are developed and utilized to the fullest extent possible
· Prioritize staff development and continual learning for staff of the Sub- Program and, as applicable, implementing partners.
3. Fundraising and Finance
· Ensure the elaboration of high-quality project proposals in line with formats of the funding partners and support the Program Team in supervising the implementation of approved projects within the agreed budgets and subject to the availability of funds, including timely reporting
· Ensure the complementarity and close working relations of support and program units in the subprogram
· Ensure efficient financial management of the program activities and administration, including effective internal control systems to promote financial accountability, and ensure that the financial transactions are conducted in accordance with the relevant priorities and LWF World Service procedures
· Actively engage in negotiations with U.N. agencies, US and Canadian Government, EU offices and other potential additional funding sources in order to develop a viable portfolio of projects and programs for LWF World Service Somalia
Program and Relations
· Ensure all emergency response, refugee assistance and humanitarian interventions are undertaken in accordance with the LWF World Service policies and guidelines, including the Sphere Project and the Core Humanitarian Standard
E Ensure the different program approaches stated in the LWF World Service Global Strategy be incorporated into the projects, programs and policies of the Program
· Ensure an integrated, rights-based and gender sensitive empowerment approach is used in all interventions
· Identify and works in close collaboration with local partners based on mutual accountability, trust and respect
· Promote accountability, especially to the affected population, in all LWF World Service emergency and development responses
· Maintain the requisite consultative relationships with the relevant governmental authorities and ensure that LWF World Service operates in line with national / local rules and regulations
· Maintain close communication and cooperation with LWF’s related agencies, in particular the ACT Somalia Forum and, if applicable, their local and regional offices
· Maintain a close working and consultative working relationship with the LWF World Service Kenya office in Nairobi.
· Foster and maintain good coordination and collaboration with international and bilateral cooperating and co-financing partners, particularly with U.N., governments and their agencies, and other international and national NGOs, and promote the Principles of Partnership (PoP)
Qualifications, Experience and Competencies
· Degree in social sciences- development studies, economics, Business administration or other related field.
· Computer literacy is a must, with excellent working knowledge of MS Office.
· Good knowledge of human rights.
· Strong interpersonal and communication skills
· Significant working experience of over 5 years’ management level in humanitarian assistance or development oriented programs within an international environment and preferably with non-governmental organizations
· Strong leadership, conceptual and analytical skills and demonstrated organizational, management and supervisory skills
· Knowledge and experience of cooperation with the United Nations, governmental agencies and international development cooperation in the field of humanitarian assistance, advocacy, human rights and sustainable development is essential
· Team-oriented, flexible and with excellent communication skills
· Experience working in the Somalia context would be an additional asset
