Period of Consultancy
The assignment will be 30 days inclusive of travel.

Consultancy Firm.
Responsibility for Logistics arrangements and Costs
Save the children will pay the consultant fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements,costs; including food, accommodation, local transport and all cost associated with data collection work and whole activities.
Taxation Provisions
The consultancy firm shall be responsible for all taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office, Mogadishu.
Travel requirements
The consultancy firm will cover all travel costs (tickets) and arrange local travel to field sites.
Security requirements
The consultancy firm will comply with standard of Save the Children Security procedures, including the completion of SCI online security training (applicable to international consultants) prior to travel to Somalia.
Professional quality and Expertise
The following are minimum requirements for the Consultant Firm to be considered for carrying out the assignment.
· A minimum of 10 years of experience in conducting Legal Due Diligence Assessments and legal practice experience.
· A master’s degree in law.
· Proven experience in conducting due diligence analyses for GCF proposals.
· Knowledge of Somali government systems and district council structures (preferred).
· A comprehensive understanding of GCF processes, policies, and requirements, with a particular focus on due diligence.
· Excellent written and verbal communication skills in English.
· Updated CVs for the following key staff including relevant work experience and qualifications:
o Legal Expert/Technical Team Lead
o Environmental Law Expert
o Project Management Specialist
o Capacity Building Specialist
KEY PROFESSIONAL STAFF REQUIREMENT
Description
Minimum Qualification and professional experience
Legal Expert/ Technical Team Lead
· Master’s degree in law (LL.M.) from a recognized university, with a focus on international law, environmental law, or humanitarian law.
· Minimum of 10 years of extensive legal practice, particularly in international NGOs, humanitarian organizations, or development agencies.
· Demonstrated expertise in conducting legal due diligence assessments for complex projects, especially those funded by international bodies like the Green Climate Fund (GCF).
· Experience in providing legal advice to NGOs on governance, compliance, and operational issues related to project implementation.
· History of engaging with governmental and regulatory bodies to secure necessary approvals and permits.
· Strong analytical skills with experience in conducting thorough legal research and drafting detailed assessments and reports.
· Ability to evaluate the legal implications of project activities and recommend actionable solutions.
Environmental Legal Expert
· Master’s degree in environmental law, Environmental Science, or a related field from a recognized institution.
· Minimum of 7-10 years of experience in environmental law, with a focus on regulatory compliance, environmental impact assessments, and sustainable development.
· Proven track record in providing legal advice on environmental issues affecting international development projects.
· Experience in engaging with various stakeholders, including governmental agencies, local communities, and NGOs, to promote environmental compliance and sustainability practices.
Ability to conduct comprehensive legal research on environmental laws and policies, and to stay updated on emerging trends in environmental legislation
Project Management Specialist
· Master’s degree in project management, International Development, Business Administration, or a related field from a recognized institution.
· Minimum of 8-10 years of experience in project management, particularly in the humanitarian or development sectors.
· Proven experience managing large-scale projects funded by international donors, including the Green Climate Fund (GCF).
· Strong understanding of project management methodologies, tools, and frameworks (e.g., logical framework approach, results-based management).
· Proven ability to engage and collaborate with diverse stakeholders, including government agencies, local communities, NGOs, and international organizations.
· Experience in facilitating multi-stakeholder workshops and meetings to foster collaboration and gather input.
· Strong skills in identifying, assessing, and mitigating project risks throughout the project lifecycle.
· Experience in developing risk management plans and contingency strategies to address potential challenges.
· Strong analytical and report-writing skills.
· Excellent communication and interpersonal skills to engage with diverse stakeholders.
Capacity Building Specialist.
· Master’s degree in education, International Development, Human Resources, Social Sciences, or a related field from a recognized institution.
· Minimum of 7-10 years of experience in capacity building, training, and development within international NGOs, humanitarian organizations, or development agencies.
· Proven experience designing, implementing, and evaluating capacity-building programs tailored to local partners or communities.
· Experience in developing training materials and curricula that address the specific needs of diverse audiences, including local staff, government officials, and community members.
· Experience collaborating with a wide range of stakeholders, including local governments, NGOs, and community organizations, to foster partnerships and enhance capacity-building efforts.
· Experience managing capacity-building projects, including budgeting, planning, and reporting.
11 EVALUATION CRITERIA
The proposals submitted by consulting companies will be evaluated based on the following criteria:

Capability Criteria (Technical Evaluation):
Detailed technical proposal with clear methodology of how the consultant intends to conduct approach to developing technical proposal documents and detailed work plan with clear milestones, methodologies, data analyses, and interpretation, reports, including software to be used for analysis. This to be evaluated based on:
(a) Overall quality, clarity, organization and relevance of the technical proposal document – (20 marks max.)
(b) The level of work plan detail and how it is related to the proposed methodology and CVs of the technical team- (10 marks max.)

Proven experience in conducting Legal Due Diligence Assessment and capacity-building for government authorities and local partners. 2copies contracts for 20marks, 1 copy for 10 marks and 0 contract for 0Marks

Two Copies of the previous similar reports relevant with the subject matter. (10 marks – with each similar report being awarded 5 marks)

A bank statement for the last 12 months that includes a detailed record of all financial transactions, including both withdrawals and deposits.

Commercial Criteria (Financial Evaluation):
· Detailed financial proposal with budget breakdown including all expenses, fees, and taxes.
