ASSIGNMENT TITLE: SELECTION OF CONSULTANCY FIRM TO CONDUCT A CYBERSECURITY MATURITY ASSESSMENT AND DEVELOP A NATIONAL CYBER SECURITY STRATEGY

1. The Government of Somaliland, through the Ministry of Information and Communication
Technology (MICT), is implementing the World Bank–financed Eastern Africa Regional
Digital Integration Project (EA-RDIP). The project aims to enhance digital connectivity, data
exchange, and regional digital market integration.
2. The consulting services (“the Services”) include: to develop a Cybersecurity Maturity
Assessment and develop a National Cybersecurity Strategy and Action Plan. The strategy
should identify cybersecurity objectives and immediate priorities for Somaliland to focus
on building its cybersecurity capacity. The accompanying Action Plan must translate these
objectives and priorities into a phased, costed approach that is fit-for-purpose for

4. The Ministry of Information and Communication Technology (MICT) now invites eligible
Consulting firms (‘’Consultants’’) to conduct Cyber Security Maturity Assessment and
Develop National Cyber Security Strategy indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience in similar conditions, availability of appropriate skills
among staff to perform the Services.

Skills and qualifications
The short-listing criteria are:
§ At least 5 years of experience in cybersecurity strategy, risk management, incident
response, and critical infrastructure protection.
§ Experience conducting at least two similar assignments, preferably in African or
developing countries.
§ Proven knowledge of international frameworks: CMM, NIST CSF, ISO 27000 series,
NIST SP 800-61, ISO/IEC 27035, etc.
§ Strong experience working with governments and public sector institutions.
5. A Consultant will be selected in accordance with the Consultant Qualification Selection
(CQS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”
Fifth Edition of September 2023.
