CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The primary purpose of the Hub Coordinator is to oversee and lead the overall Resilience Food Security Activity(RFSA)/Adkeeysi project in Deynile East and Central Hub Offices supporting implementation of key milestones, leading diverse technical teams at ground, representing SCI and RFSA at different clusters and coordinating the different IPs Hub team members in professional and integrity manner to assure greater team bond and achieve better project results. The incumbent will closely work with the RFSA Chief of Party, Technical Advisors and MEAL, RFSA program manager, Area Deputy rep and FSL Programme Manager to assure that project implementation is on track and delivered with the highest quality standards.

S/he will work closely with the FSL Program Manager- Hirshabelle and Galmudug states, Deputy Area Representative, FSL Technical Specialists, Head of FSL, Finance, Human Resources, and Logistic staff.

Role Dimensions

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

KEY AREAS OF ACCOUNTABILITY

Program Management & Support:

  • Provide leadership support to the RFSA Project in Deynile in close collaboration with Deputy Area Rep and FSL RFSA Program Manager, be responsible for the day-to-day management of FSL activities and staff

  • Closely work with the core RFSA team (CoP and TAs), assure that the technical standards, operational guideline and other facilitation notes are seriously undertaken and adhered in our programming

  • Working with the diverse RFSA team in Daynile, facilitate project geographic targeting, formation of the community committees, assure that right beneficiaries in each of the location are selected in transparent and fair manner for the project and segregated on basis of Cohorts

  • Facilitate the recruitment and onboarding of the coaches and CBTs working with the community, verify their qualities as per the developed JDs and conduct fair and transparent task assignment

  • In close collaboration of the Coach supervisor and Graduation officers, support the community Coaches and CBTs(Community Based Trainers) to coordinate and facilitate community dialogues, oversee their management structure and assure that they are conducting the necessary day to day activities

  • Invite the coaches and CBTs to project meetings, or organize separate meetings, to address the community concerns, working modalities and keep track their works with the community

  • Observe the connection between Coaches and CBTs to the graduation officers, coach supervisor in terms of attending necessary trainings, assure their understanding and ability to cascade the graduation and Livelihood curriculums

  • Conduct the necessary flow up of the coaches and CTBs, how they work with the community, deliverables, challenged and keep them inspired through whole the period

  • In collaboration with the RFSA Program Manager, develop Monthly/quarterly/annual work plan, phased budget, cash forecasts, and procurement plan for the Deynile RFSA project.

  • Provide the necessary market information in the target location, keep abreast of the crises and other risks in the target location and update the project management team

  • Assure that the Field teams are familiar with the use and application of MIS systems, able to track the required information and generate necessary documentation when needed

  • Assure that selected ultra poor household received their entitlement accurately and timely without any delay, and keep any delays accountable in close collaboration with the Area management and RFSA team

  • In close consultation with the RFSA Program Manager, ensure all Project staff adheres to the security protocol and are sensitized to child safeguarding policy, child protection, and code of conduct.

  • Working with the PM and Area Deputy Rep, manage program budget lines and ensure proper and effective use of program resources are in place for RFSA

  • Identify RFSA Project supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan

  • Contribute to the development of a further project proposal for Save the Children’s response in Somalia to develop the program to more appropriately mitigate against the causes of food insecurity and livelihoods failure.

  • As delegated act as the RFSA Program Manager and ensure smooth implementation of the RFSA Project activities

Coordination, Collaboration and Communication:

  • Spearhead the stakeholder mapping and analysis and make sure that key actors in operation at Daynile, their key works, documents and development of necessary communication plan are well addressed

  • In close consultation with the RFSA Program Manager and Area Deputy Rep, monitor expenditures related to the RFSA project budgets.

  • Assistant the Program Manager and other RFSA team in developing phased budgets and cash forecasts.

  • Along with FSL RFSA Program Manager and Deputy Area Rep, participate in monthly award review meetings to identify underspent/overspent project budget lines and draw up a comprehensive plan to utilize the allocated budget as per the project work plan.

Staff Capacity building:

  • Assure that the capacity and skill of the project staff, coaches and CBTs are upto the standard and provide the necessary support through pooling up the required trainings in close collaboration with the technical teams and trained officers

  • Step in and check that the targeting guideline and graduation metrics are well understood among the staff, coaches and community and that application of the process is well in progress, and demand the necessary support when needed

  • Adhere to the Design, implement, monitor, and report on all Graduation sequenced activities- Consumption support, Business development/Employment, TVET, VSLA groups and asset transfer to the target groups.

  • Identify learning and training opportunities for RFA Project staff and work as a mentor and role model for less experienced staff.

  • Conduct training to build the capacity of staff/volunteers and the community at large in the best practice of food security and Livelihood practices.

  • Facilitate training, technical support and demand the necessary technical backstopping closely working with the CoP and other Technical advisors of RFSA

MEAL, Coordination and Collaboration:-

  • Initiate and allocate beneficiaries across locations and keep aside the necessary control group sites in the target location adhering MEAL standards

  • Deliberately undertake mapping of the key actors in the target location, services and facilities available, and create linkage within and outside SCI projects steering the necessary refencing and linkage of the beneficiaries

  • In collaboration with the MEAL staff, create M&E and accountability plans; put in place accountability activities for the project, ensuring that feedback from all relevant stakeholders is considered in program design.

  • Monitor project performance against the protocols designed for the project and ensure action points are addressed in their respective timeframe.

  • Organize learning events with the community and coaches/CBTs, document the necessary lessons and loop the feedback into programming applying adaptive management approach

  • Facilitate cross learning between the RFSA Hub offices, align the different technical and operational procedures, and facilitate routine experience sharing visits and learning sessions within and across Graduation Projects in the country

  • Flow up that Project performance tracking is filled out as per the deliverables, and verify the relevance and reliability of the data

  • Assist the RFSA Program Manager in the dissemination of the findings and results of surveys and ongoing analysis both within Save the Children and the wider community

  • Ensure the implementation of sufficient monthly monitoring and evaluation of FSL projects.

Reporting & Documentation:

  • Prepare timely project updates and draft donor reports on project activities in compliance with internal Save the Children requirements and USAID/BHA Donor requirements.

  • Conduct systematic documentation of the project Key components in form of case studies, video clips, photos, lessons learned etc closely working with the communication team

  • Ensure proper filling and data storage for all the projects

QUALIFICATIONS & EXPERIENCE 

  • University Degree in development studies, Agriculture, Economics, or any other social sciences

EXPERIENCE AND SKILLS

  • A minimum of least 3-4 years of management experience in the INGO environment, including exposure to field operations in both emergency and development programs

  • Good understanding of livelihoods, resilience, durable solution concepts, and issues in both emergency and development contexts.

  • Experience and knowledge of effective financial and budgetary management of projects over USD 500,000

  • Experience in INGO program cycle management, and experience working within a complex and matrix organization structure

  • Solid project management skills and a proven history of delivering results

  • Ability to analyze information, evaluate options and implement project plans

  • An in-depth understanding of national development issues in particular in relation to children

  • Previous experience in managing and developing small teams and the ability to motivate and develop others

  • Excellent interpersonal, communication, and presentation skills

  • Fluency in written and spoken English

  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies

  • Commitment to and understanding of Save the Children’s aims, values, and principles including rights-based approaches

Desirable

  • Working knowledge of Agresso accounting package

  • Previous work experience with INGOs
