Job Description

SIF is seeking an experienced and driven Project Officer (Emergency Response) to support the implementation of a multi-sector emergency project targeting drought-affected communities and internally displaced persons (IDPs). The role focuses on project coordination, partner support, technical oversight, and field monitoring, ensuring timely, high-quality, and compliant delivery of interventions across Food Security, Nutrition, and WASH sectors. The Project Officer will serve as a key operational link between SIF, local partners, communities, and humanitarian coordination platforms.

Key Responsibilities

Project Coordination & Technical Oversight

  • Coordinate day-to-day implementation across all target districts.

  • Ensure activities align with workplans, budgets, and SIF standards.

  • Provide technical support in:

    • Multipurpose Cash Assistance (MPCA)

    • Food and NFI voucher distribution

    • Emergency WASH interventions

    • Nutrition screening and awareness

    • Livelihood recovery (Cash-for-Work, agriculture, livestock, small business support)

  • Monitor quality and timeliness of partner activities.

Partner Coordination & Capacity Strengthening

  • Work closely with implementing partners (KARDO AID and KRD)

  • Facilitate coordination meetings and problem-solving sessions.

  • Ensure compliance with SIF operational and accountability standards.

  • Support partner reporting and documentation.

Monitoring, Evaluation & Reporting

  • Conduct regular field monitoring visits.

  • Support baseline surveys, PDMs, and beneficiary verification.

  • Track indicators with the MEAL team.

  • Prepare weekly and monthly progress reports.

  • Document lessons learned and best practices

Community Engagement & Targeting

  • Ensure transparent and inclusive beneficiary selection.

  • Engage community leaders, local authorities, and vulnerable groups.

  • Promote Accountability to Affected Populations (AAP) mechanisms.

  • Ensure targeting prioritizes vulnerable households.

Cash Programming Oversight

  • Support MPCA and Cash-for-Work implementation.

  • Coordinate with financial service providers.

  • Ensure compliance with cash transfer procedures.

  • Monitor market conditions.

Technical Support (FSL, Nutrition, WASH)

Provide operational oversight of:

  • FSL: Cash transfers, vouchers, agriculture inputs, livestock support

  • Nutrition: MUAC screening, IYCF awareness, referrals

  • WASH: Water trucking, hygiene kits, sanitation infrastructure, hygiene promotion

Coordination & Representation

  • Participate in cluster meetings:

    • Food Security

    • WASH

    • Nutrition

    • Cash Working Group

  • Engage with government authorities including district administrations and SoDMA.

Compliance, Safeguarding & Protection

  • Ensure adherence to SIF policies (Safeguarding, PSEAH, Child Protection)

  • Apply “Do No Harm” and conflict-sensitive approaches.

  • Maintain high standards of accountability and ethics.

    Qualifications & Experience

  • Bachelor’s degree in social sciences, Development Studies, Public Health, Agriculture, or related field (Master’s is an advantage)

  • Minimum 4 years’ experience in humanitarian or emergency programming

  • Experience in Somalia or similar fragile contexts strongly preferred.

  • Knowledge of project cycle management, M&E, and donor-funded programs

  • Experience with tools such as Kobo Collect, ODK, or GIS is an asset.

  • Proficiency in MS Office (Word, Excel)

  • Fluency in English and Somali
