JOB TITLE : Programme Policy Officer (Research, Assessment & Monitoring - RAM)

DURATION: 4 months
JOB PURPOSE
Reporting directly to the Deputy Director, the Programme Policy Officer (Research, Assessment & Monitoring - RAM) will be the head of the RAM unit for WFP Djibouti. They must be able to work independently and conduct operational and analytical activities, including statistical and economic analyses to support the planning, implementation, monitoring, and evaluation of WFP activities, in line with the WFP results framework and quality standards.
ORGANIZATIONAL CONTEXT
The successful candidate will receive technical support from the RAM unit at headquarters (in Rome) and the Regional Office (in Nairobi). They will report directly to the Deputy Director. The position is based in Djibouti, and the successful candidate will be part of a dynamic and growing team that is committed to excellence. They will benefit from the support and guidance of an experienced professional team and will receive regular advice and feedback on their work.
MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list )
1.Vulnerability Analysis & Mapping (VAM)
a. Support the development of food security and household vulnerability analysis, including participation in IPC workshops on acute food insecurity, and contribute to the preparation of reports in accordance with WFP policies, processes and guidelines to inform strategic decision-making on food assistance.
b. Conduct and support the profiling of refugee households and the geographical and community targeting processes of Djiboutians, including the collection and analysis of socio-economic data in order to identify vulnerable groups, while ensuring the application of WFP criteria and transparency in the selection.
c. Contribute to the design, implementation and quality control of Market Functionality Assessments (MFI), analyze data from profiling and targeting to guide interventions, and ensure validation, documentation and reporting of results in accordance with WFP VAM standards.
d. Provide support for the coordination of data collection and monitoring systems, ensuring that rigorous quality standards are met. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, adherence to deadlines and efficiency, and highlighting risks to project delivery.
e. Support capacity building for WFP staff, partners and national government to conduct vulnerability analyses to effectively inform food security and nutrition preparedness and response activities to enable the sharing of experiences, lessons learned and good practices.
f. Guide and supervise less experienced staff, acting as a point of reference and assisting them in conducting analyses and answering questions.
2.Monitoring & Evaluation (M&E)
a. Contribute to the development of monitoring, analysis and evaluation plans that will provide the most relevant and strategic information to achieve the expected results (as defined in the country strategic plan or budget review and other global and regional plans), while complying with WFP's evaluation and monitoring requirements.
b. Budget the costs of monitoring and evaluation and advocate, through the line manager, for appropriate financial and human resources for conducting monitoring and evaluation activities.
c. Support the line supervisor in setting up and ensuring the proper functioning of monitoring systems and tools at the country office (CO) level, ensuring their compliance with institutional standards, including minimum monitoring requirements (MMR), standard operating procedures (SOPs), and the establishment of baselines and targets in alignment with the updated institutional results framework (CRF).
d. Ensure the implementation of process monitoring and Post-Distribution Monitoring (PDM), as well as contributing to the drafting of the country office's annual report, by analyzing monitoring data in order to formulate recommendations aimed at improving the quality, performance and accountability of interventions.
e. Analyze data and prepare regular follow-up reports on the progress of results and the implementation of activities.
f. Provide feedback on the formulation of regional monitoring and evaluation strategies and support their implementation. Contribute to evidence-based decision-making regarding program design and implementation by making monitoring, analysis, and evaluation results accessible.
g. Contribute to strengthening the monitoring and evaluation capacities of WFP staff and its partners through training and information sharing.
h. Ensure the management, quality, and regular updating of programmatic data in COMET, including indicator entry, beneficiary tracking, and information validation. Contribute to the production of periodic reports, conduct data quality checks, and support teams and partners in the proper use of the tool.
i. Support the implementation and monitoring of the CFM by ensuring the collection, recording, analysis, and processing of complaints and feedback from beneficiaries. Guarantee the confidentiality of information, produce trend analyses, and support the continuous improvement of programs through effective and responsive feedback management.
j. Perform any other related tasks as required.
FUNCTIONAL SKILLS AND REQUIRED SKILLS
1. Knowledge of the collection and analysis of quantitative and qualitative data, as well as the development of data collection tools and reports.
2. Understanding how to work with databases .
3. Knowledge of the design, implementation, and operational challenges of programs in the field of food and nutrition security.
4. Ability to work accurately and in detail.
5. Ability to work in a team and maintain effective partnerships .
6. Willingness to strengthen the capacities of others through formal and informal training processes, including by developing relevant documentation and training materials.
7. Ability to achieve results through effective planning and organization of activities.
8. Ability to prioritize and quickly adjust working methods in a constantly changing environment.
9. Proven ability to work with the technology required for monitoring (e.g., online data collection tools and databases).
10. Ability to communicate effectively both orally and in writing.
Skills and qualifications
REQUIRED QUALIFICATIONS AND EXPERIENCE
Education: A Master's degree or equivalent in social sciences, economics, demography, statistics, mathematics, food security, international development, or related fields is required. A Bachelor's degree may be accepted with additional years of relevant professional experience.
Experience: Two to three years of progressive and responsible experience in the field of monitoring, research or evaluations.
Language skills : Fluency in spoken and written French. A good knowledge of the local language is required. A good knowledge of English is an asset.
