REQUEST FOR CONSULTANTS TO TRAIN VILLAGE AGENTS ON GOOD HYGIENE, LIFE SKILLS, GENDER EMPOWEREMENT AND GOOD NUTRITION PRACTICES

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive changes. ADRA Somalia belongs to the worldwide network, comprised of more than 130 supporting and implementing country offices. ADRA Somalia is seeking to recruit a consultant to train village agents on good hygiene, life skills, gender empowerment and good nutrition practices in Lasnood.

  1. BACKGROUND

ADRA Somalia has been operating in Somalia since 1992 implementing emergency relief and development interventions in different sectors including water and sanitation, health, food security, education, economic development, and energy. Currently ADRA Somalia portfolio is in water and sanitation, education, energy and livelihoods, food security and relief interventions. Within the portfolio framework, ADRA emphasis on integration of key thematic areas such as resilience, conflict mitigation, gender mainstreaming, renewable energy approaches and capacity development in its programming.

ADRA is a member of SomRep consortium working in various districts in Somalia and Somaliland. ADRA is currently implementing Somalia Resilience Program (SomReP) with six other partner organizations with deep experience in Somalia/Somaliland to build resilient households and communities across Somaliland, Puntland, and South-Central Somalia. The Somalia Resilience Program, or SomReP, is an ambitious approach to tackle the challenge of recurrent droughts and the chronic vulnerability that affects pastoralists, agro-pastoralists, and peri-urban households in targeted districts.

The overall objective of the SomReP-RESTORE program is to build household and community resilience to drought and other related risks (including animal health and diseases, flooding, market disruptions and price fluctuations, new influxes of IDPs into communities, and climate change and environmental degradation) in Somalia.

ADRAs SomReP-RESTORE intervention targets the pastoralist, agro-pastoralist and peri-urban communities in 11 villages in Lascanood district (Yagori, Adhicadeeye, Tulosamokab, Yeyla, Shululux, Lafawayne, Gambadhe, Waqdari, Kalabaydh, Dhumay and Xidhxidh), a region that has suffered recurrent drought and extreme climatic conditions with devastating effects on the lives of people, the environment and communities’ livelihoods. These droughts often occur in contexts where conflict, high food prices, and restrictions on traditional livelihood strategies have already impoverished large sections of the population.

The SIDA III Project is a two-year intervention funded by the Swedish International Development Cooperation Agency (SIDA) and implemented by ADRA in Lasanod District, Sool Region, Somalia. The overarching objective of the project is to strengthen the resilience of vulnerable populations by supporting inclusive, locally led development processes that enhance access to essential services, improve household and community livelihoods, and promote institutional capacity-building and social cohesion. By adopting a multi-sectoral approach, the project aims to address the root causes of vulnerability and support the transition from humanitarian relief to sustainable development.

As part the resilience building, extending support to VSLA groups for continuous growth is prioritized. The support will be extended through the nominated agents that are regularly in touch with the groups. The agents are expected to support the groupos with trainings and capacity building. The training is expected to capacity build the agents for improved support of the VSLA groups. Apart from financial tracking and training, training in socaila skills will to program osupport to activities geared to sustaining livestock productivity are supported key in improving the livelihoods for the target community in Lasanod. To this end, training in fodder production for alternative livestock feed was planned. This involved training local farmers on the planting of livestock fodder for personal use or sale. The project intends to pilot super nappier, which has been tried in parts of Somalia, to establish viability of the crop in the locality and thereafter acceptability as an alternative.

  1. PURPOSE OF THE CONSULTANCY

The purpose of the consultancy is to train and capacitate women members of the Village Savings and Loan Association (VSLA) groups in good hygiene and nutrition practices, women empowerment, and basic life skills for the target groups. It is hoped that by the end of the training, the trainees will be able to prepare nutritious meals under good hygiene conditions and identify life skills that they can utilize to enhance their group activities and personal lifestyles.

  1. OBJECTIVE OF THE CONSULTANCY

2.1 Training Objective

To train selected ToTs (Training of Trainers) on basic good hygiene and nutrition and applicable life skills and delivery methodologies for the various fields.

The training should address key issues of hygiene and nutrition through cookery, promotion of improved nutritional practices, and life skills that can empower the members. Focus should be laid on the delivery of the above when training the selected groups.

2.2 Main Responsibilities of the Consultant

Provide a participatory training to the selected 15 ToTs drawn from VSLA village agents and Ministry of Health staff in Lasanod district in Somaliland covering hygiene, nutrition, and life skills. Each training will be held separately.

2.3 Specific tasks and issues to be addressed in this consultancy

Train the ToTs on nutrition, cookery, hygiene, and the identification of malnutrition in children and good dissemination methods for the same.

2.3.1 Training on appropriate life skills

  • Development of basic training manual for each of the areas listed below

  • Training the ToTs on the utilization of the developed manuals

2.3.2 Training in nutrition and malnutrition

  • Training on what nutrition is and what it means to have nutritious meals.

  • Training on the main foods available in Somalia and their nutritional values

  • Train on the principles of good nutrition and cookery.

  • Train in the good food combinations that will derive maximum nutritional benefit

  • The effects of lack of proper nutrition

  • Training on the meaning of malnutrition and how it is identified.

  • Give practical lessons on identification of malnutrition for the different age sets

2.3.3 Training in cookery of vegetables

  • Train on various ways of preparing vegetables

  • Facilitate in the development of basic recipes for vegetable preparations.

  • Training on how to encourage trainees to introduce the use of vegetables in their families by reminding them the importance of such vegetables in their diets.

2.3.4 Training in hygiene and sanitation

  • Train on meaning of hygiene and sanitation.

  • Train on the appropriate personal hygiene.

  • Train on good hygiene when preparing meals.

  • Train on the possible consequence of poor hygiene and sanitation.

2.3.5 Training on appropriate life skills

  • Identification of appropriate life skills

  • Train the ToTs on the importance of the life skills

  • Guide the ToTs on how they can train this component

The training methodology should be participatory suitable for the participants with little or no formal education and develop acceptable and functional action oriented practical solutions. Action plans should be undertaken for effective application of gained knowledge.

2.4 Expected Outcomes

  • Develop a basic training manual for each of the areas listed above

  • Train the selected ToTs

  • Submit a report covering the areas trained on with recommendations and way forward for future training.

2.5 Travel Schedule and Duration of Assignment

The consultancy is planned for 16 days spread between October and November 2020:

  • Travel – 3 days

  • Development of manuals and review - 5 days

  • Training of ToTs - 6 days (2-nutrition, 1-cookery, 1-hygiene, and 2-lifeskills)

  • Reporting - 2 days

Total # of days 16 days

3. THE CONSULTANCY TEAM

A qualified consultant is required for the assignment with background in nutrition. The consultant should be experienced in training of trainers with average academic qualifications in health, hygiene and sanitation and life skills.

  1. PAYMENT

The Consultant will be paid professional fees in accordance with set/ agreed amount and as per the contract.

  1. DURATION OF CONSULTANCY

This assignment covers the development of basic training manuals and later training the selected ToTs on its application at a venue in Lasanod town for a period of 16 days as stipulated in # 2.5 travel schedule and duration of assignment, without option of extension, except in the event of force majeur. Should the consultant take a longer time to accomplish the above-mentioned outputs beyond the time agreed, ADRA will not be liable to make any extra payments.

  1. QUALIFICATIONS OF CONSULTANTS

The Consultants should be:

1. Technically competent in handling nutrition, cookery, hygiene and life skills issues. The consultant needs to be a good and proven trainer with excellent training skills and methodologies suitable for adult learning.

  1. Ability to train adults with low education levels

  2. Availability to undertake the assignment
