Our goal is to provide vulnerable communities in Puntland with access to basic needs including Water, Sanitation and Hygiene (WASH), Education, Basic Health services and Livelihood Support.

Islamic Relief Somalia has been implementing project of Promoting Food Production through Established Strategic Water Systems (PFP) project in the Garowe district. which aims improvement of community water accessibility and enhancing their resilience of the livelihoods.

Islamic Relief Somalia hereby invites to the potential bidders with the following rehabilitation of Yoombays and Caanayaskax boreholes in Garowe, Nugal, region Puntland as per the below table:

Please note Tender document with detail specification will be available and collect at procurement unit of Islamic Relief Garowe office, with address; Along Galkaiyo-Garowe Highway | Opposite state house junction | Behind Masjid Omar Binu Abdul-Aziz | Mubarak Section, Garowe, Puntland, SOMALIA from 07th January – 20th January, 2025 (05:00 PM).

Interested eligible contractors with sound capacity, relevant experience in similar work and duly registered under Puntland government are here by invited to collect tender document from Islamic Relief Garowe Office at the above address.

Requirements for Tender Documents

 

a)   Validity of the Quotation:

c)    Delivery Location: Yoombays and Caanayaskax in Garowe.

d)   Inco terms: DAP (Delivery at Place).

e)   Company Profile with detailed physically verifiable contact address.

f)    Most recent Bank statements (printed in last 6months), with full details of account movement.

g)   Valid Commercial License from the Ministry of Commerce – Puntland.

h)   Valid Public of Work registration from the Ministry of Public Work – Puntland.

i)     Tender Board Registration – Puntland.

j)    Tax Clearance from the Ministry of Finance – Puntland.

k)   Evidence of Past Experience in a similar/relevant work (civil works/rehabilitation, etc) E.g. (LPOs/Contracts, etc.).

l)     Currency: US Dollars.

m) Payments: 70% of the contract value will be paid after the completion of the 100% of the work, and 30% of the contract will be held retention for three months.

n)   Completeness of documentations: Partial bids will not be accepted.

o)   Language: English

p)   Bids: Bids should be submitted to the IRS office, with signed RFQ and fully stamped.

q)   Evaluations of Quotations: Only responsive bidders to the technical specifications of the bid will be evaluated.

r)    Award of a Purchase Order/Contract: PO/Contract will be awarded to lowest acceptable priced technically qualified bidder. The successful bidder will sign a Contract (Purchase Order) as per the Islamic Relief Somalia General Conditions of Contract for Procurement of Goods or Services.

Ø  Modern Slavery

The supplier must not participate in any modern slavery which are or part of the following: -

  • Forced labour - any work or services which people are forced to do against their will under the threat of some form punishment.

  • Debt bondage - when people borrow some money and are required to work to pay off the debt, then losing control over the conditions of both their employment and the debt.

  • Human trafficking - involves people being transported into a situation of exploitation through the use of violence, deception or coercion. Purpose of exploitation can range from forced prostitution and forced labour to forced marriage and forced organ removal.

  • Descent-based slavery – where people are born into slavery due to belonging to a 'slave class', caste or a group. A child of a mother in slavery is automatically enslaved too.

  • Child slavery – defined as the delivery of a child by its parents or a guardian to someone else for the purpose of exploitation. Child slavery can include child trafficking, child soldiers, child marriage and child domestic slavery.

  • Forced marriage – when someone is married against their will. Most child marriages can be considered slavery. The exploitation of migrant workers in conditions amounting to slavery.

Ø  Safe-guarding

The supplier must respect and adhere to the humanitarian principles of humanity, impartiality, neutrality, and independence, and to ensure that its goods or services do not cause or contribute to any harm, discrimination, or violation of human rights or international humanitarian law. The clause may also specify the obligations and remedies for breach of this clause.

The Supplier shall ensure that its goods or services do not cause or contribute to any harm, discrimination, or violation of human rights or international humanitarian law, and that they are delivered in a manner that respects the dignity, safety, and preferences of the beneficiaries and the communities.

The Supplier shall promptly report to IRW-S any actual or potential breach of this clause, and take appropriate corrective actions. The Supplier shall indemnify IRW-S for any loss or damage resulting from the supplier's breach of this clause

Ø  Child protection

The supplier must comply with the applicable child protection laws and regulations, and to ensure that its goods or services do not expose any child to any form of abuse, exploitation, or harm. The clause may also specify the policies, procedures, and safeguards for child protection, and the reporting and investigation mechanisms for any allegations or incidents.

The Supplier shall ensure that its goods or services do not expose any child to any form of abuse, exploitation, or harm, and that they are delivered in a manner that respects the best interests, rights.

Committing any offence which creates offences relating to corruption and related fraudulent acts in in the performance of this Agreement.

Notes:

Interested suppliers with the capacity to deliver are invited to submit their documents to Islamic Relief Garowe office in two separate SEALED envelopes clearly marked with quotation reference number as above.

 

Tender Duration and Deadline

Tender document with detail specification and terms and conditions will be at procurement unit of Islamic Relief Garowe office, the deadline for submitting bids is 20th January, 2025 (05:00 PM) and any tender or documents received later than this date and time will not be accepted.
