In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South & Central), Kenya, Ethiopia Yemen, Djibouti, and South Sudan.
Roles and responsibilities
The position Gender Officer is responsible day to day implementation of Gender and inclusion related activities in South and central Somalia, particularly Baxnaano Project in Hudur.
Generic responsibilities
Adhere to NRC policies, tools, handbooks, and guidelines.
Assist with the implementation of the support function portfolio according to plan of action.
Prepare and develop status reports as required by management.
Ensure proper filing of documents on Office 365
Promote and share ideas for improvement of the support function.
Management of project staff (Supervisors and Assistants and field monitors)
Implement plan of action for delegated portfolio of LFS CC projects (activities, budget, and project documentation)
Day to day follow of progress in project implementation.
Specific responsibilities
Participate in the identification and registration of participants for the Baxnaano Project, ensuring the process is conducted efficiently and aligns with project guidelines and be a gender sensitive.
Conduct gender analysis to identify the needs, risks, and vulnerabilities of different gender groups in the project target communities.
Develop and implement gender-sensitive strategies tailored to the specific project implementation context within relief and humanitarian programs.
Collaborate with program teams to ensure interventions address gender-specific challenges and enhance inclusiveness.
Design and implement activities that promote women’s empowerment and access to resources.
Engage with local communities, including marginalized groups, to promote gender equity and challenge harmful gender norms.
Support the inclusion of diverse voices in program design and decision-making processes.
Collect and analyze gender-disaggregated data to monitor inclusiveness and equity.
Provide training to community members on gender sensitivity and inclusiveness.
Develop tools and resources for gender mainstreaming in projects.
Monitor compliance with gender and inclusion standards across all program activities.
Prepare reports highlighting achievements, challenges, and lessons learned related to gender and inclusiveness.
Perform other relevant tasks as assigned by the line manager.
Professional competencies
Generic professional competencies:
Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, or a related field.
Minimum of 2 to 3 years’ relevant experience in in gender and inclusiveness roles within a humanitarian or relief context, preferably in Somalia or similar settings.
Proven experience in conducting gender analyses and designing gender-sensitive programs.
Experience in a Humanitarian field context a strong added advantage.
Excellent communication (spoken and written) skills.
Very good organizational and administrative skills
Attention to detail.
Good cultural awareness and sensitivity.
Strong team working and support role skills.
Ability to prioritize work and meet deadlines under pressure with minimum supervision.
Good task orientation and ability to follow actions through to completion
Experience in recovery and resilience programmes in Somalia, particularly in Pastoralists and dry land zones. Previous experience from working in complex and volatile contexts
Context/ Specific skills, knowledge, and experience:
Knowledge of Hudur contexts is desirable.
Fluency in Somali and local languages in the area of operation
