JOB PURPOSE (Limit 750 characters

The Financial Inclusion Specialist (WYFI-S) will support the most-marginalized program participants to access TVET and financial services and employment opportunities. S/he will support women and youth to access complex financial services and products through training in financial inclusion and linkages to financial institutions. They will assess TVET service offerings, co-create TVET capacity improvement plans, curriculum reviews and development, identify regional and global best practice and support the design and deployment of GYSI responsive pedagogical methods, materials and approaches to improve vocational skills training.

The FI-S will mobilize savings groups into associations, train in governance, and support them to link with financial institutions. Support women and youth to advocate for changes to public lending practices to lower barriers to access financial services. Support business coaches to deploy digital technology to better understand credit history of program participants. S/he will partner with Tarmiye fund banks to develop methods to assess target group credit viability, develop pro-poor services and loan products, and link EMERGE M/SMEs and agricultural associations to access capital.

S/he will support the analysis of the findings of Gender, Youth and Social Inclusion (GYSI) Analysis, Labor Market Assessment (LMA) and Power Dynamics Analysis (PDA) to inform TVET capacity strengthening to develop service improvement plans. Promote World Vision Youth Ready approach for business apprenticeship/internships through pre-service training, development of framework agreements with businesses, protection-sensitive monitoring systems and train partners to support students during their learning period.

In support of EMERGE program’s GYSI strategy, this position will prioritize the inclusion of women and youth into TVETs, preparing them for future employment- including establishing channels for promising graduates to intern with program. The FI-S will mentor business coaches to identify entry points for marginalized groups into non-traditional livelihood sectors and build pathways to help graduates gain access/exposure to new types of employment.

Savings and business groups and banks linked and facilitated to develop relationships;

Working with EMERGE S4T Specialists, train savings and business groups to prepare to engage with financial institutions, including financial literacy, preparation of business plans, etc.

Mobilize Tarmiya-Fund banks to meet with savings and business group, explore business opportunities;

Working with EMERGE Digital Transformation Specialist, support savings groups to adopt digital banking solutions;

▪ Identify ways to track savings groups behaviors, develop system to track adoption, analyze and present data to financial institutions to support linking;

TVET centers’ services offerings cater to the needs of youth and enable them to gain experience to job market;

Support assessment of TVET facilitates and develop partnering framework agreements;

Develop Capacity Improvement Plans (CIP) to strengthen Gender Youth and Social Inclusion, mobilizing workshop to brainstorm on how to improve service-offerings and train TVET center employees in different topics;

Highlight and address the barriers to women involvement in TVET institutions /or in certain vocations

Ensure Youth Ready approaches are established with TVET centers and business partners (for internships), including the establishment of Accountability to Affected Populations (AAP) and Protection systems and training to partners;

In collaboration with other technical specialists, mobilize influencers and business person to share wisdom and guidance to inspire and motivate;

Monitoring quality of TVET service quality, including student experience and develop monthly reports;

Expand opportunities for TVET graduates to gain exposure and experience via job-placement and internships

Identify business willing to host TVET graduates;

Develop framework agreements with business to host TVET graduates;

Train business partners in Youth Ready approaches to better manage internships;

Provide pre-service training to youth to take full advantage of job placement opportunities;

▪ Partner with MoLSA to link with job-seeking platform Xogsiiye to network of TVET graduate and centers;

Promising young women TVET graduates access internship opportunities with EMERGE program

Establish feeder system with EMERGE-supported TVETs to identify and screen interns;

In partnership with EMERGE and World Vision People and Culture, develop vetting system to transparently select promising candidates;

End Results

• Program participants access loans and other financial services to sustain and grow businesses;

Young women and men access TVET facilitates which are safe and support their unique needs;

• Young women and men access safe job exposure/experience opportunities;

Youth access job training experience in local business and government institutions;

Young women graduate access internship opportunities in EMERGE (6 during life of the project).

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum of 5 years’ experience in private sector and/or NGOs focused on peace-building, social cohesion and/or gender/inclusion programming;

  • Certification in Vocational training methodologies, curriculum development and assessment techniques will be a definite advantage

  • Experience working with community groups or organizations;

Required Education, training, license, registration, and certification

  • Bachelor Degree in Education, engineering, technical education or related field.

  • Proven experience in teaching or training in a technical or vocational institution/setting.

  • Government, NGO, private sector and UN experience in conflict-affected locations;.

Preferred Knowledge and Qualifications

  • Proficiency in teaching skills

  • Practical experience of Technical and vocational training in refugee/IDPs context

  • Familiarity with educational /Labour markets in Somalia including challenges and opportunities in TVET

  • Skills in community engagement and partnership development

  • Experience in working with government agencies, NGOs and private stakeholders to promote and implement TVET initiatives

Travel and/or Work Environment Requirement

Based in Baidoa with frequent travel to field sites in Baidoa and Hudur with some travel to Mogadishu
