Job Description

Objectives, duties, areas of responsibility

  1. Objectives of the position

The purpose of this role is to represent Welthungerhilfe externally in Somalia (excluding Somaliland) at the strategic programme level.

The Liaison, Security and Logistics Officer will work in collaboration with the Area Manager – Somalia and Country Director. The Somalia team is embedded within the structure of the Kenya Country Office and is supported by the Programmes department, Emergency preparedness Expert, Partner Advisor, Finance team and MEAL Officer in all reporting requirements – both internal and external. The line manager will be the Area Manager – Somalia.

The Liaison, Security and Logistics Officer has overall oversight of the security of Welthungerhilfe staff and assets in Somalia and ensures adherence with security protocols across all Welthungerhilfe activities in Somalia.

The Liaison, Security and Logistics Officer also interfaces with project partners, beneficiaries and other stakeholders, ensuring acceptance and understanding of Welthungerhilfe’s mission in Somalia, traveling regularly between Mogadishu and project sites in Galgaduud.

  1. Duties and area of responsibility

2.1 Duties with own area of responsibility

  • Represent Welthungerhilfe externally in Somalia

  • Act as first point of contact for Welthungerhilfe’s partners in Somalia.

  • Represent Welthungerhilfe to cluster coordination fora and other key networks.

  • Represent Welthungerhilfe to regional and national government in Mogadishu, Galmudug and other project areas.

  • Prepare and deliver briefings and presentations to external stakeholders as required.

  • Actively monitor and ensure compliance with government registration requirements at national and regional level.

  • Participate actively in Somalia NGO Consortium (SNC) meetings, and research and identify ways for Welthungerhilfe to contribute to SNC objectives.

  • Ensure adherence to security protocols and maintain a secure working environment for Welthungerhilfe staff in Somalia

  • Develop and actively maintain security protocols in Mogadishu and field locations, maintaining oversight of the security of Welthungerhilfe staff.

  • Ensure field staff are adequately trained and briefed in security matters.

  • Actively monitor the security situation at both national and regional levels, preparing timely monthly reports with secondary data including security, situation analysis and general updates for Welthungerhilfe operational areas.

  • Act as security focal point for project partners and external stakeholders.

  • Maintain oversight of transport and logistics for Welthungerhilfe staff and assets

  • Support the Field Coordinator in planning and coordination of staff travel between Mogadishu, field sites and Nairobi.

  • Coordinate transport and logistics for project assets, liaising with external stakeholders as required.

  • Ensure acceptance and understanding of Welthungerhilfe’s mission in Somalia

  • Develop and maintain contact with relevant local and regional stakeholders, promoting community acceptance through appropriate and clearly delivered messaging to elders and other community leaders.

  • Ensure Welthungerhilfe visibility across programme activities, within the constraint of security protocols.

  • Support the development of Welthungerhilfe’s strategy and annual planning for Somalia

  • Advise and take part in any assessments including context analyses for the creation of an operational presence in Somalia.

  • Play an active role in the Somalia senior management team (SMT), chairing SMT meetings as required.

  • Develop annual planning priorities in collaboration with the Area Manager. o Contribute to the development of country strategy and planning processes as required.

2.2 Duties without own area of responsibility

  • Implementation of an efficient and effective communications strategy with the Kenya Country Office.

  • Fulfillment of any other reasonable tasks assigned by management which correspond in general with the character of the position.

 

Skills and Qualifications

1.1        Professional/formal qualification

  • Undergraduate degree in a field relevant to humanitarian or development studies, NGO management, politics or similar.

  • Certificate in INGO security management/HEAT a significant advantage.

  • Minimum 4 years of progressive experience in NGO management.

  • Demonstrable experience of external representation of an INGO in Somalia at a high level, including to government.

  • Detailed understanding of the regional and national politics/social dynamics of Somalia.

1.2 Foreign language skills

  • Excellent written and spoken command of English.

2.1 Leadership

  • Comfortable and confident making presentations and representing an INGO externally at a senior level – including to government.

  • Proven ability to remain calm under pressure, including in insecure contexts.
