Development and Operationalization of Conflict Early Warning Indicators and Monitoring System in Jowhar District.

1. Project Background

The Youth in Action: Empowering Youth to Contribute to Peaceful Transition in Jowhar YOU-ACT Project is implemented in Jowhar District, Middle Shabelle Region, with support from the United Nations Peacebuilding Fund. The project aims to strengthen youth participation in peacebuilding, conflict prevention, natural resource governance, and inclusive community planning. Jowhar District faces recurring resource-based and clan-related conflicts, particularly linked to land, water, pasture, irrigation access, displacement, and climate-related shocks such as floods and droughts. The district’s agricultural potential, the strategic importance of the Shabelle River, and the presence of different social groups, including host communities, IDPs, farmers, pastoralists, minority clans, women, and youth, make conflict-sensitive local governance essential.
