What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Water and Habitat Generalist Project Officer plans, designs, supervises, and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives. Under the supervision and coaching by Water and Habitat Delegate, monitors on-site works, carries out needs assessments and surveys, and plans new projects together with the Project Manager.
The job holder collaborates with external stakeholders, community leaders, management of ICRC supported hospitals and contractors related to the projects.
This is a national/resident position based in Dhobley, Somalia.
Accountabilities & functional responsibilities
Draws up documents (assessment reports, drawings, bills of quantities and project proposals) for engineering projects using approved formats
Supports in identification of needs through assessments and surveys, shares results and findings with the Project Manager
Monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary
Ensures that material and/or equipment delivered to the sites as required and in the right quality and quantity
Supervises contractors working on project sites and is responsible for quality control of infrastructure installed by ICRC
Issues and clarifies contracts terms to the project contractors and constantly monitors to ensure adherence
Networks with stakeholders, monitors issues related to project sites and advises project managers and team leader when necessary
Provides regular updates to Project Manager, and/or WatHab team leader on stakeholder issues and site progress
Administers hand-over of ICRC-provided infrastructure to end-users
Prepares implementation/progress reports and contributes to other specific reports (multidisciplinary assessment, and quarterly reports)
Certifications / Education required
Bachelor`s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Hydrogeologist or Architecture
Professional experience required
4 years of professional experience in the supervision of engineering works
Experience working with an international humanitarian organization is an asset
Desired profile and skills
Proficiency in use of AutoCAD is a must and knowledge of other design software is an asset
Experience in managing technical support staff
Detail-oriented, highly organised and practices strict adherence to timelines
Excellent planning and reporting skills
Computer proficiency especially in MS Office suite
Flexibility and willingness to travel within Somalia
Good knowledge of political, economic, social and cultural environment of this region
