Responsibilities
Core tasks.
In your role you are responsible for the technical, substantive, and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering, and monitoring the project, including project administration tasks in some cases. as well you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the regional project manager and your line manager in Somalia, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
Main activities
The FGM and GBV Prevention Technical Advisor is responsible to:
Programme coordination
Coordinate the activities of the FGM-Prev regional programme in
Puntland State, Somalia, in close coordination with the Somalia Component
Manager based in Hargeisa.Represent the project at the regional level and ensure alignment with
programme objectives and strategic priorities.
Stakeholder engagement
and partnership management
Establish and maintain strong partnerships with partner ministries,
government agencies, community leaders and international stakeholders to
enhance collaboration and project effectiveness.Maintain effective relations with implementing partners, including
civil society organizations under the Community Initiative Fund
(COIN-Fund), the Generation Dialogue initiatives, NGOs, and the partner
university in Puntland.Facilitate technical exchange and alignment with other GIZ projects
operating in Puntland to support the mainstreaming of gender-sensitive and
transformative approaches.
Technical support
and capacity development
Provide technical and organizational advice to partner organizations,
including support to ensure timely and quality reporting based on agreed
templates.Independently initiate and coordinate capacity development activities
for state and non-state stakeholders.Support local fund recipients in the compliant management of their
contracts, including financial and administrative aspects.
Planning, monitoring
and reporting
Support operational planning processes and ensure the timely
implementation of activities in line with project objectives.Monitor partner performance and the implementation of field activities
based on operational plans and programme indicators.Conduct regular visits to project sites, participate in partner events
and Generation Dialogue sessions to track progress, results and assess
programme quality.Assist the Somalia Component Manager in preparing annual progress
reportsContribute to the development of knowledge and learning formats among
partners in Puntland and other regions/countries covered by the programme.Prepare and maintain a calendar of upcoming meetings and events in
Puntland; organize and schedule technical meetings with the programme team
and facilitate coordination meetings at the field level.
General support
Work closely with the Somalia Component Manager in all areas of the programme
for activities in Puntland and networking with partners on the ground.Support the preparation and implementation of all other activities
related to the regional programme components as required.You perform the tasks assigned to you by your line manager, where required
Qualifications and specialist knowledge (optional, if required)
· A master’s degree in Public
Health, Social Sciences, Gender Studies, Development Studies, International
Relations or a related field.
· At least 5 years of
progressively responsible experience in technical advisory and programme
coordination roles, ideally in projects addressing gender-based violence (GBV),
female genital mutilation (FGM), women’s empowerment or public health,
preferably in fragile or conflict-affected settings.
· Demonstrated experience in
managing partnerships with government institutions, NGOs, community-based
organizations and academic institutions.
· Proven ability to coordinate
complex stakeholder landscapes, including organizing technical meetings,
supporting operational planning, and monitoring programme implementation.
· Strong background in capacity
development approaches and experience in advising partners on project
management, reporting and compliance.
· Familiarity with Somalia’s
political, social, and cultural context—specific knowledge of Puntland is a
strong asset.
· Excellent communication skills
and fluency in English (written and spoken);
· Willingness and ability to
travel frequently to project sites in Puntland and to work in a challenging and
sensitive environment.
· Strong commitment to gender
