Mission and objectives

The Integrated Office of the DSRSG/RC/HC coordinates the work of the UN in Somalia on its development, humanitarian, and partly political mandates in support of the Strategic Priorities of the UN Sustainable Development Cooperation Framework for Somalia (2021-2025). The Integrated Office (IO) under has five core functions including: Strategic Planning; Economics; Partnerships and Development Finance; Data and Results Management; and Reporting; and Communications and Advocacy. The Office provides secretariat support to the UN Somalia Joint Fund, the UN Country Team (UNCT), the Programme Management Team (PMT), as well as the Durable Solutions and Peacebuilding Fund Working Groups on policy, planning and operational issues.

Context

The UN Somalia Risk Management Unit (RMU) is part of the Integrated Office (IO) of the Deputy Special Representative of the Secretary General, Resident and Humanitarian Coordinator (DSRSG/RC/HC). The IO is a coordination service provider, designed to enable greater effectiveness, efficiency, coherence and transparency across development, humanitarian, peace, security and state-building interventions in Somalia. Somalia’s risk landscape remains highly complex and volatile, characterized by food insecurity, climate shocks, mass displacement, access constraints, armed hostilities, and clan violence. RMU continues to monitor and assess the changing security environment and to convey critical information and analysis to inform stakeholders’ decision making. The RMU has three workstreams (Due Diligence, Capacity Strengthening, & Risk Profiling / Risk Analysis). The Associate Risk Analyst will report to the Risk Specialist who is the head of the Risk Profiling/Risk Analysis team. The Associate Risk Analyst position is based in Mogadishu Somalia. The Risk Profiling and Analysis team plays a crucial role in: •Gathering, assessing and synthesizing information on risks with the potential to impact programme delivery by the UN and partners in Somalia. •Generating detailed risk profiles to facilitate informed decision-making and proactive risk management. •Identifying and sharing best risk management practices with aid stakeholders. •Contributing to the design and delivery of risk management training to the UN and its partners. •Enhancing collaborative risk management across aid stakeholders in Somalia. •Ongoing monitoring of the risk environment and evaluation of the effectiveness of the risk management strategies applied by the UN and its partners.

Task description

Under the guidance and direct supervision of the Risk Management Specialist and the overall supervision of the Chief of RMU, the Associate Risk Analyst contributes substantively to strategic planning for risk profiling and analysis operations of the Risk Profiling and Analysis workstream and setting of management targets. S/he delivers profiling and analysis services of the workstream, oversees day-to-day work, and monitors services provided to clients both internally and externally. The Associate Risk Analyst also works in close collaboration with staff of the RMU, Integrated Office, UN entities, and peacebuilding, development, and humanitarian (nexus) partners, in the delivery of services provided to internal and external clients. S/he promotes a client, quality and results-oriented approach through the following functions: •Contribute substantively to the continuous adaptation of risk profiling and analysis workstream products and services to better support decision making in Somalia’s rapidly changing / complex risk landscape. •Develop and deliver key risk profiling and analysis functions. •Uphold highest ethical standards for information management to promote trust, respect, and accountability in RMU information management practices. •Contribute substantively to policy advice and support regarding risk profiling and analysis. •Contribute substantively to the strengthening of collaboration and knowledge sharing mechanisms. •Perform other duties as deemed necessary for the efficient functioning of the RMU. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. •Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. •Assist with the UNV Buddy Programme for newly arrived UN Volunteers. •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. -Results/expected outputs •As an active member of the Risk Profile and Analysis team efficient, timely, responsive, client-friendly and high-quality support rendered to the UN Somalia Risk Management Unit (RMU) and its beneficiaries in the accomplishment of her/his functions, including: •Completed risk profile/analysis reports. •Information received and managed in accordance with its sensitivity and in accordance with security classifications and caveats. •Active participation in monitoring and evaluation of workstream functions. •Active engagement in identifying and implementing areas for improvement of workstream functions . •Ad hoc reports completed and delivered on complex risk concepts highlighting key risk exposures and mitigation strategies. •Active participation in strategic planning exercises for the risk profiling and analysis workstream. •Build relationships with key stakeholders, and the continued maintenance and strengthening of those relationships. •Active participation in mechanisms/forums for risk collaboration, coordination and knowledge sharing. •Active participation in developing content for in-class and on-line risk management capacity building. •Active participation in the conduct of in-class and on-line risk management capacity building. •Active participation in field missions. •Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. •A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on risk profiles/assessments completed, activities participated in and capacities developed.

4 years of experience in Overall, the Associate Risk Analyst should have a combination of experience, knowledge, and skills to actively contribute to the strengthening risk profiling and analysis and risk informed decision making. •Demonstrable experience in identifying, assessing, and managing various types of strategic, operational and/or project risks is required. •Experience collecting, collating, analyzing and interpreting a wide range of complex information from a variety of sources (including large data sources) is required. •Experience in completing risk analysis/profile reports summarizing the research completed, the information uncovered, the risks/opportunities identified and recommendations for mitigating any risks is required. •Experience in working with senior managers / officials to communicate risk exposure and recommend risk mitigation strategies is desired. •Experience with implementing risk management strategies/frameworks, policies, and procedures is desired. •Experience with the United Nations or other international organization in a conflict and/or post-conflict setting is desired. •Interpersonal, communicative and persuasion skills are required to convey complex risk information to diverse / senior stakeholders is desired. •Critical thinking and problem-solving skills to assess complex situations and make informed/sound decisions is desired. •Attention to detail and ability to identify patterns, inconsistencies, or red flags is desired.

Living conditions and remarks

Accommodation: Due to the security situation in the mission area and coupled with the fact that there is no living accommodation on the private market that meets minimum UN security and safety standards for UN personnel, expatriate personnel deployed to Somalia are provided secured UN accommodation in a camp style environment. The UN-provided accommodation is essentially equipped with minimum room furniture. The UN accommodation could be single or shared rooms with shared bath and toilet facilities. Power and water (including purified water) is provided by the UN inside the camp to its occupants. Food and Diet: There is no access to local markets in Somalia. There is a UN Contractor-managed dining facility inside the UNSOM/UNSOS Camp in Mogadishu. The standard and quality of food is very limited with a repetitious daily menu. Personnel may cook their own meals at common kitchen buildings situated at convenient locations within the camp. Health: Exposure exists to a number of tropical diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Yellow Fever vaccination is compulsory before coming to the mission area, while vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diphtheria, Polio and Meningitis are recommended. Vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. Due to large number of various types of insects in the mission area, it is also recommended to use insecticide-impregnated nets and insect repellants. UN personnel have access during working hours to a Civilian Clinic inside the UNSOM/UNSOS Camp in Mogadishu. Rest and Recuperation: International personnel, including UN Volunteers, working in the mission area are entitled to a 4-week Rest and Recuperation (R & R) cycle. This means that after every 4 weeks of being in the mission area, there is a break to travel to either Nairobi (designated R & R location) or any other destination outside the mission area. The R & R entitlement consists of a 5 calendar days R & R, with 2 travel days added, every 4 weeks. UN flights from Mogadishu or any other deployed site in the mission to Nairobi and back to duty station can be used at no expense. However, accommodation, food and other expenses while on R & R is borne by the individual. Approval of R & R is balanced against operational requirements. Somalia is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential
