Job Description:

Sr. Manager for Monitoring, Evaluation Accountability & Learning (Sr.M-MEAL) will lead in the design and implementation of monitoring, evaluation, accountability and learning systems for World Vision Somalia.   They will champion ways-of-working which improve monitoring and measuring impact amongst programs and projects across the entire portfolio.  

S/he will support positioning and grants acquisitions by spearheading assessment processes, including mobilizing/leading internal capacity, development of scopes-of-work, recruitment of consultants and presentation of findings. They will mobilize MEAL professionals to support proposal development, including framing of ToCs, design of reporting frameworks and budgeting of operational research and accountability systems.    

S/he will manage a team of MEAL professionals to undertake routine monitoring and evaluation at program and project-levels, support reporting at output and outcome-levels and identify lessons learnt to improve implementation and dissemination.  They will work closely with operations leadership to identify research, plan monitoring and review findings.  The incumbent will ensure that accountability to affected population systems and structures are in place, feedback and response mechanisms are context-appropriate, accessible and timely, and channels in place to elevate challenges to management and leadership for action.

Major Job Responsibilities

(a) Effective and Efficient MEAL teams

  • Identify MEAL capacity across World Vision Somalia and develop mechanisms to mobilize these resources to meet various stakeholders’ needs in a timely manner.

  • Oversee MEAL funding sources and deploy these to support quality project and program design and monitoring efforts.

  • Develop ways-of-working framework with different departments to identify areas of support, prioritize service needs, mobilize resources and establish protocols to deliver services.

  • Establish team and individual performance management expectations, provide regular support and guidance to team members and promote a culture of excellence.

  • Establish regular meetings with operations leadership to identify needs, mobilize resources and coordinate/monitor MEAL field activities.

  • Assign roles and responsibilities to team members.  Provide regular oversight and guidance to support them to succeed. Monitor staff performance and provide real-time feedback.  Take quick action to address poor performance;

  • Lead working groups to deliver priority assignments, spearheading on-time, on-target and to-specification assessments, project design contributions and reporting deliverables.

(b) Research, Assessment, and Analysis Support Positioning and Acquisition Efforts

  • Develop network of pre-approved service providers and consultants to facilitate timely assessments, research and analysis processes.

  • Manage MEAL resources to support timely donor positioning and project design processes.

  • Spearhead high-priority assessments and research, mobilizing internal resources and/or driving procurement processes.

(c) Monitoring and Accountability Framework and Systems are in-place, Accessible, Time-Sensitive and Deliver Quality Data to Inform Management Action and Share Information;

  • MEAL and operations teams have in place project-specific M&E, and AAP plans with management mechanism in-place to monitor implementation and elevate challenges.

  • Framework agreement with technical partners in place to operationalize AAP system across all projects.

  • Support operations leadership to convene AAP committees at area-level, mobilizing feedback data, aging analysis and response rates to inform management actions.

  • Spearhead training in AAP across program.

  • Grant-tracker data collated, inputted and analysed on a quarterly basis to inform management actions.

  • Ensure the National Office consistently produces high-quality MEAL products (e.g., PDM reports, assessments, monitoring report etc.) and effectively shares or presents them to relevant internal and external stakeholders, including donors.

(d) Support Somali National Office Strategic Initiatives: Annual Report Development, Child Impact Alignment and Reporting, and Internal Learning Forums;

  • Lead internal WV Somo learning processes, including mobilization of learning events and presentations for Quarterly Review meetings.

  • Ensure all project indicators are mapped against CWB and ENOUGH objectives and mechanisms are in place to channel achievements to the appropriate reporting platform;

  • Lead awareness creation and technical training of indicator and reporting requirements for Child Well-Being, ENOUGH, etc.

  • Working with technical advisors, develop and mainstream technical guidance to promote best-practice reporting across sectors.

(e) Internal and External Engagement

  • Lead engagement with GC and EARO for issues related to impact measurements, providing inputs and down-streaming information and systems as required.

  • Spearheaded engagement at strategic forums to position World Vision as a technical leader, including interoperability, DoS contributions to USG priorities, etc.

  • Support with positioning initiatives with key donors, including mobilizing program/assessment data and presenting information as required.

Required Education, Knowledge/Technical Skills and Experience

  • Preferred Masters, but acceptable Bachelor’s degree in MEAL, Research and Evidence-based Design principles.

  • A minimum of 5 years Experience with monitoring and evaluation, research, and learning.

  • Experience with the design of research and academic studies;

  • Experience with the development of Power BI, Python, and other data analysis platforms;

  • A minimum of 5 years’ experience in humanitarian and development practice, with at least 5 years in management positions;

  • Strong leadership skills with demonstrated experience either (i) leading/coordinating decentralized, multi-sector teams in fragile context; (ii) leading and/or supporting procurement process and/or (iii) development/improvement of performance management systems; (iv) government engagement

  • Experience in external engagement with NGOs, donors, private sector, etc. with the ability to represent the organization to a variety of stakeholders in a range of forums

  • Excellent oral/written and interpersonal skills;

  • Confident communication and documentation skills;

  • A team player with leadership qualities, excellent flexible project management skills, organization and dependability.

  • Capacity to prioritize and manage a diverse range of staff members, projects and activities.

  • Able to work on a cross-cultural environment with a multi-national and multi-agency staff members.

Travel, Language and/or Work Environment Requirement.

  • South field operations (Baidoa and Dollow)

  • 10% international travel

  • Ability to travel to field locations in 4x4 vehicles

  • Fluent in English
