Responsibility for Logistics arrangements and Costs

Save the Children will pay the consultant fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements and costs; including food, accommodation and local transport and all costs associated with data collection work and whole activities.

Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

Travel requirements

The consultant will cover his/hers travel costs (tickets) and arrange local travel to field sites and accommodation.

Security requirements

the consultant will comply with the standard of Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia.

Qualification and Experience

Minimum Requirements for the Consultant/Firm

•         Qualifications & Expertise: A minimum of a bachelor’s degree in social sciences or a closely related field, with at least five years of demonstrated experience in similar assignments. Experience in project evaluations through quantitative and qualitative methodology is a requirement.

•         Recent Relevant Work: A verifiable track record of conducting comparable assessments or evaluations within the past two years, including references or evidence of completed assignments.


 

 

 

•         Registration & Access: Consulting firms must be officially registered by Federal Government of Somalia, and the Consultant must have secure and reliable access to Dhuasabareb Galmudug State of Somalia.

•         Language & Communication Skills: Fluency in written and spoken English, with proven ability to produce clear, high-quality reports and conduct rigorous data analysis.

•         Methodological Competence: Demonstrated expertise in qualitative research methods, including design, data collection, and analytical approaches relevant to the scope of work.

•         Field Team Requirements: All field data collectors must be Somali nationals who are fluent in Somali, familiar with the local context, and experienced in conducting community-based data collection.

Evaluation Criteria

The Consultant must meet the above-required qualifications and experience.

ü  Valid Registration certificate from the ministry of commerce and industry of Federal government of Somalia (Essential)

ü  Valid Tax registration number & certificate from the Ministry of Finance of Federal Government of Somalia with good standing of Q4 2025 (Essential)

ü  Technical Proposal (30%)

A comprehensive technical proposal outlining the approach to the assignment, including proposed methodologies, data analysis and interpretation plans, reporting structure, detailed work plan, and the software/tools to be used for data analysis.

ü  Relevant Experience (20%)

Demonstrated experience in conducting qualitative studies within social sciences or development studies, with specific expertise in assessing food security and livelihoods, basic needs assistance, and child protection. Additional experience in gender equality mainstreaming and application of the OECD DAC evaluation criteria is required.

ü  Financial Proposal (20%)

A detailed financial proposal with a clear and itemized budget breakdown in USD.

ü  Updated lead consultant CV/Profile (10%)

An updated lead consultant CV/profile showing proven relevance and capacity to undertake assignments of a similar nature.

ü  Sample of Previous Work (10%)

Copies of previous reports or deliverables relevant to the subject matter of this study.

ü  Sustainability & Policy Alignment – 10%


 

 

 

o   Demonstrates a clear organizational commitment to sustainability, including environmental responsibility, social and ethical standards, and alignment with Save the Children’s safeguarding and operational policies. Bidders should attach relevant sustainability policies or statements.

Note: For the technical analysis, a company has to score 70% and above to be considered in the financial analysis.

ü  A technical proposal with a detailed response to the ToR, with a specific focus on the scope of work, methodology, and timelines, and how the participation of children and persons and children with disabilities in the evaluation will be ensured.

ü  Initial work plan and an indication of availability.

ü  A financial proposal detailing the daily rate expected including accommodation, transportation, stationery, data collectors, research assistance, and all other costs related to this assignment. (Operational and consultancy fees).

ü  Company profile or CV including a minimum of 3 references.

ü  At least two previously conducted similar studies.
