KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

Community Engagement:

• Lead WFP Somalia’s community engagement strategy, providing technical guidance and capacity support to field operations in line with global strategies.

• Oversee the implementation, monitoring, and reporting of the Community Engagement Action Plan, ensuring alignment with the Assurance Plan.

• Coordinate with PMLE and the call center team to ensure community feedback mechanisms (CFM) are efficient, translating feedback into programmatic actions.

• Build partnerships to enhance community engagement capacity, including training for WFP and partner staff.

• Maintain continuous two-way communication with communities as per corporate standards.

Protection and Accountability to Affected Populations (AAP):

• Strengthen leadership and systems to embed protection and AAP within WFP Somalia’s operations.

• Provide policy advice on access, political risks, and mitigation measures related to protection.

• Ensure integration of protection and AAP into the programme cycle, including the upcoming country strategic plan (CSP).

• Conduct data analysis and use community feedback to guide programme adjustments.

• Coordinate with clusters and key stakeholders to mainstream protection and include marginalized communities.

Gender transformative programming:

• Lead gender mainstreaming throughout the programme cycle, integrating gender equality and women’s empowerment into WFP strategies and programmes, including the upcoming CSP.

• Implement the Gender Transformative Action Plan in coordination with area offices and programme teams.

• Collaborate with VAM and PMLE to incorporate gender analysis in assessments and monitoring, ensuring data is sex- and age-disaggregated.

• Represent WFP in relevant gender forums and working groups.

Conflict-sensitivity:

• Lead conflict sensitivity analysis by mapping stakeholders, conflict dynamics, and social tensions, incorporating diverse perspectives.

• Implement the Conflict Sensitivity Action Plan in collaboration with area offices and relevant stakeholders to integrate conflict-sensitive approaches across WFP operations.

• Enhance conflict-sensitive programming, ensuring alignment across all programmatic areas.

Capacity Development:

• Develop and implement a comprehensive capacity strengthening agenda on Protection, AAP, Community Engagement, Conflict Sensitivity, Gender and Inclusion, for WFP and Cooperating Partner (CP) staff, using user-centered learning methodologies to enhance skills and promote cross-learning on people-centered programming within food security and nutrition.

• Facilitate the dissemination of WFP corporate guidance, systematically document lessons learned, and share best practices to build institutional knowledge and improve programme implementation.

• Coordinate technical workstreams through WFP communities of practice, inter-agency forums, and cluster meetings, fostering collaboration and the exchange of knowledge across protection, AAP, and gender initiatives.

Advocacy and partnership:

• Provide technical support for advocacy and resource mobilization, integrating cross-cutting themes into proposals and reports.

• Build partnerships with internal and external stakeholders to advance protection, AAP, gender, and inclusion initiatives.

• Draft analytical and evidence-based reports to support advocacy and inform decision-making.

• Perform any other duties as required.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED

Education: Advanced university degree in International Development, Social Sciences, Human Rights, Political Science, Development Economics, Gender studies or related fields (e.g. agriculture and rural development, nutrition – relevant to WFP’s work). OR University Degree (Diploma/Bachelor) in International Development, Social Sciences, Human Rights, Political Science, Development Economics, Gender studies or related fields (e.g. agriculture and rural development, nutrition – relevant to WFP’s work).

Experience: At least three (3) years of relevant experience with an Advanced University degree OR First University degree with a minimum of five (5) or more years of experience in leadership in protection, AAP, community engagement, conflict sensitivity, gender and inclusion – in humanitarian or development settings. Experience in stakeholder engagement and capacity building. experience in the areas of food security, nutrition, emergency response, social protection, livelihoods and disaster risk reduction is desirable.

Language: Fluency (level C) in English language and Somali Language.

• Strong analytical, coordination, and leadership skills.

• Solid analytical, writing skills, and communication skills (including developing advocacy messages)

• Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook)

• Knowledge in additional software packages and analytical tools is an advantage.
