The Federal Government of Somalia through the Ministry of Finance has secured a grant from the World Bank IDA’s grant to be applied towards the implementation of the SCALE-UP Project. The Ministry of Finance intends to apply part of the proceeds to the Citizen Engagement and Grievance Redressal Mechanism Platform Implementation (SO-MOF-448863-NC-RFB) For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through a letter of credit.

1.      The Ministry of Finance, now invites sealed Bids from eligible Bidders for the Procurement of:

2.      Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 and November 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest that meet the following minimum qualification criteria

a)      Bidder’s Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): the average Annual Turnover in the last three years 2021, 2022 and 2023 to be not less than USD 300,000 (One hundred thousand United States Dollars). 

b)      Bidder’s Experience and Technical Capacity: During the past five (5) Years, the Bidder must have completed at least three (3) successful implementation with a contract of at least USD 250,000.00 each involving the re-affirm design, supply, installation, commissioning and support similar contract of a comparable scale, preferably in a fragile or transition context like Somalia.

c)      Bidder’s Legal Requirements: The Bidder shall be legally registered in its country of origin.

4.      Interested eligible Bidders may obtain further information from PIU SCALED-UP Project Office, Ministry of Finance Building Opposite of Central Bank of Somalia, via email to [email protected]  and inspect the bidding documents during office hours 09:00 to 16:00 hours Mogadishu local time from Saturday to Thursday exclusive of public holidays at the address given below. 5.    A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the address below.     

6.    Bids must be delivered to the address below on or before 11:00 Hrs. Mogadishu time on 12th Jan 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the Conference Room, Ministry of finance in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 11:00 Hrs. Mogadishu time on 12th Jan 2025 at the address below.

7.      All Bids must be accompanied by a Bid-Securing Declaration.

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
