JOB PURPOSE:

Somalia CO is implementing CSP for the period 2022-2025. The CSP SO02 has 5 strategic Outcomes and 8 activities across the board and as such one of the priority areas under the CSP is Resourcing and Funding against which we need to ensure that Funding trends of humanitarian and development interventions and in particular challenges in relations to Capacity Strengthening, are addressed as well as the Staff quality.

The Position is part of the Budget and Programming Organogram and in the aim of setting up the Budget & programming Officer in Mogadishu, this role will be critical in ensuring the eventual transition of the unit into Mogadishu is smooth and effective.

Under the direct supervision of the Head of Budget & Programming unit, the incumbent will lead on the overall Pipeline and Planning management for the Country Portfolio Budget Outcomes/ Activities for Somalia CO.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Budget Planning

• Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies for WFP Somalia CO.

• Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.

• Create and review budget and project documentation and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.

• Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes, and procedures to better monitor and manage budgets and funds.

Resource Management:

• Monitor and provide advice on fund utilization, and advance financing, loan and borrowing/ repayment and refinancing arrangements, alerting Country Directors and CO Leadership team to

• approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and proposing appropriate solutions.

• Monitor and provide advice on actions related to project closure and resource transfer.

• Represent the unit at internal meetings/committees/working groups as required, to obtain and provide information from a budget and resource programming perspective.

Pipeline Management:

• Monitor the resource pipeline to maximize operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.

• Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock.

Reporting:

• Collate and analyze data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.

• Provide regular reports progress on WFP Projects under the different SO’s and for donor grants.

• Review and update CO specific reports, including- donor reports, executive briefs and sitreps for both external and internal audiences, ensuring data consistency across a wide range of reporting material.

Others:

• Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals, and guidelines.

• Supervise GS staff.

• Perform other relevant duties as required.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

Education: Advanced University degree in Business Administration, Finance, Economics, or other relevant field, Or first University degree with additional years of related work experience and/or Training/courses.

Experience: At least 3 years of postgraduate progressively responsively professional experience in financial, budgeting and accounting Systems in commercial enterprises, national governments, or international organizations.

Language Proficiency:

• Fluency (level C) in English. Intermediate knowledge (level B) of a second UN language is a plus.

Other Skills

• Advanced knowledge of WFP’s information Systems and excellent communication skills (both oral and written) are critical.

• Uses tact and courtesy to give and receive information to a wide range of individuals. Proficient in the use of office equipment and computer software packages, including word processing, spreadsheet, and other standard software packages.

• Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward.

• Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams.

• Ability to coach, train, and mentor a team of staff to deliver at expected levels.
