Main Purpose: Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.
Accountabilities
· Coordinating, assessing and supervising the proper implementation of the medical activities (SRH, ER, Surgical and Outreach activities), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
· Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
· Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
· Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
· Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
· Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
· Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
Other tasks include, but are not limited to
· Support the Project Medical Referent to define, monitor and implement the medical strategy of the Mudug secondary health care project.
· Provide clinical and medical supervision for MSF, MoH and MDO seconded medical staffs, coach, train and motivate the teams in the project in order to align all field staff with MSF values and ethics, and ensuring their capability to carry out their job by achieving MSF quality standards.
· Under the supervision of the Project Medical Referent and close collaboration of Deputy Project Coordinator and hosptal director , support the medical doctors and unit supervisors on the technical and administrative responsibilities such as rosters, statistics, reporting, etc.
· Project E-prep Focal Person: Participate in MSF need assessment, exploratory and supervisory missions wherever needed. Can be asked for any field assessment in case of emergencies (clashes response, disease outbreak, natural disaster, etc.
· Quality control stewardship focal person: Monitor the quality of all medical activities conducted in the project, conducting prescription analysis, patient file analysis and mortality reviews.
· Telemedicine Focal Person: Organize telemedicine sessions in the field. Liaison between the doctors and medical staffs in the field and the consultants, and between the medical staffs in the field and the expat medical team in Nairobi.
· Follow up the implementation of the updated MSF protocols and guidelines in the project.
· Support the infection prevention and control (IPC) Supervisor in carrying out in order to ensure good quality of care and safety of the staffs, patients and caretakers.
· Support to anlyse the daily order and consumption from the inpatient departmnt and all materials and equipment are properly updated.
· Support the data collection and reporting by drafting the weekly and monthly data analysis and the related report.
· May be delegated responsibility from PMR as fotcal point/Staff health responsible for the National and MoH seconded staff when PMR is not present in the field/Project location.
· Responsoble for the preparation for MCI,s in Galkayo South through support fo PMR and Deputy PC
· The position is based in Galkayo South MSF offfice and dedicated to support MSF supported departments in MDO Hospital and MoH Outreach activities in IDP sites.

Experience | · Essential 2 year working experience related to the diploma/degree · Preferable: Previous MSF experience |

Knowledge | · Essential computer literacy (word, excel and internet) · Strong communication and interpersonal skills · Coaching/training skills (ToT/Other) · Pediatrics, TB, Nutrition, Maternity and Mental Health experience/skills. |
