Part 1: Role Purpose:

The Gender and Inclusion Specialist will play a vital role in the effective implementation of the UNICEF-led consortium’s Multi-Year Resilience Program (MYRP) in Somaliland, emphasizing a gender-transformative, inclusive, and intersectional approach. As the designated Gender Lead Organization, Africa Educational Trust will ensure the comprehensive integration of gender and inclusion throughout all program activities.

The Specialist will provide technical support to consortium partners, engage with local and national education stakeholders on gender and inclusion issues, and lead the incorporation of gender-responsive and inclusive strategies within the program. This will facilitate the development of a high-quality initiative that addresses barriers to gender and inclusion, meets the diverse needs of all children, challenges discriminatory gender norms, prevents and responds to gender-based violence (GBV), and promotes the empowerment of women and girls.

This role is essential for meeting the educational needs of Somali children and adolescents, particularly those from marginalized backgrounds, by embedding gender and inclusion considerations throughout the program..

Part 2: Key Responsibilities:

1. Gender and Inclusion Mainstreaming (40%)

  • Gender and inclusion-sensitive programming: Ensure all MYRP activities align with ECW’s gender-transformative approach as well as promote inclusive measures, effectively addressing SRGBV, discriminatory gender norms, and gendered barriers to learning.

  • Data-driven approach: Conduct regular gender assessments and inclusion analyses to inform program design and implementation, ensuring course correction as needed.

  • Partnerships: Foster collaboration with local women’s organizations (LWOs) and support their institutional capacity strengthening.

  • Advocacy: Develop advocacy materials and share best practices on gender and inclusion in EiEPC at national and global levels.

  • Support grantees: Assist grantees in implementing gender and inclusion-responsive MYRP strategies, aligning with identified priorities and ECW guidance.

  • Network management: Establish and manage a MYRP gender and inclusion focal point network for regular coordination and problem-solving.

  • Gender analysis: Maintain an up-to-date gender and inclusion analysis specific to the EiEPC context in Somaliland.

  • Monitoring and evaluation: Provide expert input on integrating gender and inclusion considerations into MYRP monitoring and evaluation frameworks, including setting gender-specific milestones and indicators.

  • Tool usage: Facilitate the use of the IASC GAM tool and integrate lessons learned for improved implementation in subsequent years.

  • Collaboration: Collaborate with the ECW Gender Manager to complete the MYRP gender profile and offer critical feedback on program components as they relate to gender mainstreaming.

  • Reporting: Advocate for the strong reflection of GEWE in annual reporting and performance assessments, including human-interest stories that showcase the MYRP's impact.

2. Capacity Building (20%)

  • Needs assessment: Identify gender and inclusion capacity gaps as well as opportunities within the MYRP consortium and implementing partners.

  • Focal point system: Establish a gender and inclusion focal point system to ensure gender and inclusion integration across all activities.

  • Knowledge sharing: Facilitate access to resources and networks for knowledge building on gender equality and empowerment.

  • Cross-sectoral collaboration: Promote partnerships with other sectors (GBV, SRHR) for shared gender equality outcomes.

  • Capacity development: Conduct a needs assessment, organize training workshops, and coach MYRP staff on gender mainstreaming and GEWE in EiEPC.

  • Resource mobilization: Collaborate with relevant stakeholders to secure resources for capacity building activities (e.g., Gender Taskforce, GenCap, GBV Taskforce).

  • Resource utilization: Identify and utilize local and regional resources and networks to enhance the knowledge base of the MYRP team on GEWE.

  • Knowledge sharing: Contribute to knowledge networks and communities of practice specifically focused on gender and inclusion in EiEPC.

  • Documentation: Document lessons learned and best practices for future reference and to inform sector-wide practices.

3. Partnership and Resource Mobilization (10%)

  • Partnerships: Partner with UN agencies, donors, government institutions, and civil society organizations to promote GEWE in EiEPC, prioritizing key issues like the nexus, localization, and GBV risk mitigation.

  • Liaison: Maintain liaison with in-country gender and inclusion coordination mechanisms (Gender, GBV, PSEA).

  • Resource mobilization: Contribute to the MYRP country team's resource mobilization efforts.

  • Advocacy: Develop project briefs, advocacy materials, and presentations related to GEWE within the MYRP.

4. Monitoring and Learning (10%)

  • Gender-responsive monitoring: Ensure gender results are integrated into annual reports and program reporting and that it has inclusion-specific considerations

  • Data analysis: Conduct regular data analysis to inform program adjustments and improve gender and inclusion responsiveness.

  • Documentation: Capture and disseminate good practices and lessons learned on gender and inclusion in EiEPC.

5. Strategic Leadership (10%)

  • Gender and Inclusion integration: Provide strategic advice to the MYRP steering committee on gender and inclusion integration.

  • Quality assurance: Serve as a quality assurer to ensure gender and inclusion issues are adequately addressed across all program activities.

  • Partnerships: Support the creation of strategic partnerships for resource mobilization and gender equality advocacy.

6. Other (10% of role)

Part 3: Person Specification

Attributes / Essential / Desirable

Experience and Knowledge:

  • Proven 5-year experience working on normative change for gender equality and adolescent sexual and reproductive health in sensitive contexts.

  • Demonstrated experience in supporting the design, implementation, and evaluation of gender-transformative social and behavior change communication interventions.

  • Experience in supporting the implementation of gender-transformative approaches in humanitarian contexts.

  • Knowledge of international development and gender equality issues, with experience engaging children and other community members on gender equality issues desirable.

  • Excellent planning, organizational, interpersonal, and communication skills.

  • Fluency in Somali and English.

  • Experience in social research will be an advantage.

Education / Qualifications

  • Master’s degree or equivalent in Social Science, development studies, gender & development or equivalent combination of relevant training and experience.
