Position Title: Project Officer/Youth Coach

Duty Station: 1 position in Bosaso, 1 in Badhan, and 1 in Qardho

Organization: Shaqodoon Organization

Reports to: Program Officer, Shaqodoon

Duration: 12 Months (renewable based on performance and funding)

Background

Shaqodoon Organization is a youth-focused development organization operating across Somalia, dedicated to supporting skills development, entrepreneurship, business growth, employment, and economic empowerment. The organization implements programs that equip youth and vulnerable groups with marketable skills, strengthen TVET institutions, and foster collaboration between the private sector, local communities, and government actors.

Through initiatives in Puntland, Shaqodoon directly engages beneficiaries such as TVET trainees, secondary school learners, and youth entrepreneurs, ensuring the inclusion of women, persons with disabilities, and other marginalized groups. The organization works closely with local authorities, line ministries, and private sector partners to align its programs with local development priorities.

Shaqodoon is currently seeking three competent, hardworking, reliable, and enthusiastic Project Officers / Youth Coaches will lead the implementation of youth-focused programs, guiding trainees, coordinating activities, and supporting employment and entrepreneurship initiatives.

Purpose of the Role

The Project Officer / Youth Coach will support the planning, implementation, and monitoring of youth focused activities under the EU Impact Project. The role focuses on youth coaching, employment and entrepreneurial support, community mobilization, feedback systems promotion, and engagement with local authorities and stakeholders. The officer will also support partnerships, advocacy, and database management to enhance youth employment opportunities and skill development.

Key Roles and Responsibilities

Project Implementation and Coordination

• Under the management of the Program Officer, plan, organize, and implement project activities

in line with available budgets.

• Contribute to the preparation of annual, quarterly, and monthly reports, action plans,

assessments, and monitoring of project activities.

• Maintain and update the project beneficiary database with information from youth trainings, job

market surveys, and TVET center activities.

• Conduct regular monitoring of youth participation, headcounts, and program engagement.

Youth Coaching and Skills Development

• Conduct coaching sessions for youth beneficiaries to define their skill needs and support

career or business planning.

• Facilitate workshops and interactive sessions to improve life skills, entrepreneurship, and

employability.

• Support youth individually or in groups to design their future career paths and develop business

ideas.

• Provide guidance and mentorship in job search, internship opportunities, and workplace

readiness.

• Collaborate with training providers and centers to support on-the-job training and skills

development.

Employment, Internship & Job Placement Support

• Carry out market surveys to identify employment opportunities and potential employers.

• Support youth in securing decent jobs, internships, or apprenticeships in public and private

sectors.

• Maintain records of placements, confirmation letters, and agreements with employers.

• Deliver employability and soft skills training to youth as needed.

Community Mobilization & Local Authority Engagement

• Engage youth, community leaders, local authorities, and stakeholders to ensure active

participation and ownership of programs.

• Build partnerships with corporates, start-ups, financial organizations, and other private sector

actors to support youth opportunities.

• Facilitate the establishment and follow-up of youth committees or peer networks.

• Represent the organization in local meetings, youth forums, and coordination platforms.

Feedback and Systems Promotion

• Promote feedback mechanisms within youth programs and community initiatives.

• Train youth and community members on submitting feedback, suggestions, or complaints

through Community Feedback Platform.

• Monitor and follow up on feedback to ensure timely resolution and continuous program

improvement.

• Document lessons learned and trends from feedback to inform program adjustments.

Advocacy and Communication

• Develop and implement advocacy strategies addressing youth employment, entrepreneurship,

and economic opportunities.

• Amplify communication on employment prospects, entrepreneurial skills, and youth

engagement within the local ecosystem.

• Support visibility campaigns, networking, and awareness initiatives.

Monitoring, Reporting & Documentation

• Prepare weekly, monthly, and quarterly activity reports, documenting progress, challenges, and

lessons learned.

• Conduct regular headcounts and maintain detailed records of youth participation and program

activities.

• Submit attendance sheets, feedback summaries, and other relevant documentation to the

Program Officer.

• Support the program management team with monitoring, evaluations, and corrective actions

where needed.

• Document success stories, challenges, and lessons learned from program implementation.

• Conduct tracer studies and follow-ups to track the progress of trainees, ensuring they either

secure decent employment or successfully start their own businesses

Skills and Qualifications

• Degree in Social Science, Education, Business Administration, Guidance and Counseling,

Social Work, or a related field.

• Minimum of 2–3 years’ experience in youth programs, entrepreneurship skills programs, or

social business management.

• Experience in partnership development with corporates, start-ups, financial institutions, and

other private sector actors.

• Experience in advocacy, lobbying, stakeholder facilitation, and networking, particularly in duty

stations.

• Excellent command of English languages, both written and verbal.

• Knowledge of social development issues including gender, education, and SDGs/MDGs.

Safeguarding & Code of Conduct

• Shaqodoon has a zero-tolerance policy for sexual exploitation and abuse, child abuse, fraud, and

corruption.

• The successful candidate will be required to sign and adhere to Shaqodoon’s safeguarding,

PSEA, and code of conduct policies and undergo a background check.
