Windle Trust International (WTI) is an education-focused organisation working across Somaliland, Sudan, South Sudan, and the United Kingdom. WTI partners with governments and institutions to improve access to quality education through programmes in teacher training, English language development, education in emergencies, and vocational training.
Assignment Background
WTI is implementing two English language programmes targeting public primary school teachers in Hargeisa, namely English for Educators and Supporting English at the Primary Level.
Both programmes were launched in May 2025 in collaboration with the Ministry of Education and Science and will run for 16 months, delivering four hours of English instruction weekly to public primary teachers.
The programmes aim to improve teachers’ English proficiency to strengthen classroom delivery and enhance student learning outcomes. This responds to a broader systemic challenge: while English is the medium of instruction in secondary and higher education, many students transition with limited English proficiency due to gaps at the primary level.
Purpose of the Consultancy
WTI seeks a qualified MEL Consultant to assess the effectiveness, outcomes, and impact of the two programmes. The consultant will evaluate whether project objectives have been achieved and provide actionable recommendations to strengthen programme quality, scalability, and sustainability.
Scope of Work
The consultant will:
Review key project documents (proposals, reports, curricula, and MEL frameworks)
Observe WTI-led English language classes
Conduct school visits to assess how teachers apply acquired skills in classrooms
Evaluate improvements in teacher proficiency and pedagogical practices
Assess evidence of student learning improvements
Engage key stakeholders (teachers, headteachers, students, WTI staff, Ministry representatives)
Identify implementation challenges and bottlenecks
Provide practical, evidence-based recommendations for programme improvement and scale-up
Deliverables
Inception Note (methodology and workplan)
Draft MEL Report with preliminary findings
Final MEL Report including:
Assessment of performance against objectives
Key findings on outcomes and impact
Challenges and lessons learned
Clear, actionable recommendations
Skills and qualifications
Required Qualifications and Experience
Minimum 7 years of experience in education, with strong MEL expertise
Proven experience conducting similar evaluations or consultancy assignments
Master’s degree in Education, International Development, or related field
Strong understanding of the Somaliland education context
Experience in teacher training and/or language education is an asset
Demonstrated ability in qualitative and quantitative data collection and analysis
Excellent report writing and communication skills
Reporting
The consultant will report to the WTI Programme Coordinator (Somaliland) and work closely with the education team.
